ECCP Data & Continuous Quality Improvement Specialist

POSITION SUMMARY:
The Early Childhood Consultation Partnership (ECCP) Data and Continuous Quality Improvement (CQI) Specialist will develop and manage continuous quality improvement (CQI) projects for the ECCP Program. They will manage, analyze and interpret data to help inform ECCP program decisions, and create reports and visuals to illustrate themes and trends. They will also provide supervision to the ECCP Program Coordinators to ensure standards of practices in data supervision. They will lead any enhancements, additions, or revisions with the ECCP Information System (EIS). The position requires the ability to: work as a team member; organize and manage program activities; to think analytically, creatively and strategically; and to evaluate existing processes and develop reports/implement strategies and supports continued quality improvement (CQI) and data enhancements. The ECCP Data Specialist works in conjunction with the ECCP management team to understand and improve program operations and deepen program impact by understanding program outputs as demonstrated by program data.
This position is up to 100% work from home, with the flexibility to work in office to fit the business needs of the company as needed.

DUTIES AND RESPONSIBILITIES:
- Monitors and analyzes ECCP Program data to make recommendations for CQI needs and to help inform program decisions. Works closely with ECCP management team, provides supervision for the ECCP Program Coordinators.
- Maintains awareness of relevant statistical information related to early childcare programs and initiatives throughout CT that in order to meet the objectives of the ECCP Program.
- Oversees necessary data collection, analytics, and interpretation related to CQI initiatives, takes initiative and recognizes how data can be used and leveraged to support program needs.
- Leads the development of programming new ECCP Information System (EIS) functions, including but not limited to updates and enhancements to existing platforms; development of new programming; testing and communications with ECCP Program Coordinators and IT programmer. Coordinate testing of updates to EIS with system administrators and relays information of test outcomes. Communicates and works to resolve any errors that arise.
- Regularly documents, analyzes and prepares reports on quality assurance indicators;
- Works in partnership with the ECCP Training Professional Development Specialist to manage the data related to programmatic use of ECCP Learning Management System (LMS), and any other data related to training/professional development.
- Maintains confidentiality of all client protected health information/PHI and adheres to all HIPAA related policies and procedures;
- Attends annual Conflict of Interest; HIPAA training; and all other required training through ABH;
- Performs other tasks/responsibilities as required to support the business needs of program.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s Degree in information management, data analytics, computer science, or related field.
- Two to 4 years of training or work experience in data analysis and continuous quality improvement;
- Experience with data management and translating technical information for a non-technical audience;
- Exceptional computer skills;
- Experience supervising a team in meeting goals and deliverables
KNOWLEDGE/SKILLS/ABILITIES:
- Detail oriented with strong organizational and analytical skills;
- Ability to understand and communicate how to use data to meet short term as well as long term goals, and develop data related processes to support attaining desired goals.
- Demonstrated ability to manage various data collection methodologies, information analyses, and produce clear reports with related visuals;
- Strong written and verbal communication skills required in English;
- Ability to communicate technical information to non-technical audiences.
- Demonstrated ability to work on multiple tasks, articulate goals, identify problems, assess implications, anticipate consequences, provide resolution, and meet deadlines;
- Ability to travel as required;
- Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, Power Point, Access, Outlook); knowledge of HTML.
- Demonstrates ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds.
