WISE is a mental health waiver program operated by the Department of Mental Health and Addictions Services (DMHAS) and the Department of Social Services (DSS) for Medicaid individuals with serious and persistent psychiatric disabilities who either live in a nursing home, or are at risk of institutional placement. This waiver program permits Connecticut to provide a comprehensive array of home and community-based services that enable individuals to live safely in the community. Individualized recovery plans developed with each person include rehabilitative or support services, such as Assertive Community Treatment, the Community Support Program, peer support, crisis stabilization, case management, supportive employment, home care services, and specialized medical equipment. As the fiscal intermediary, ABH® has developed a network of credentialed providers, manages a database of clients, authorizations and recovery plans, conducts Recovery Assistant training, processes and pays provider claims, and provides quality assurance.
