Samuel Moy, Ph.D.
President and CEO
Dr. Moy is a licensed clinical psychologist with over twenty years of experience in managed behavioral healthcare. He has served as the President and CEO of ABH® since 2001. Dr. Moy has significant experience in public sector populations, as both a provider and manager of services, and has worked successfully with state agencies in Connecticut for many years.
 

 

David P. Judd
Senior Vice President and CFO
David Judd, Senior Vice President and Chief Financial Officer, has extensive experience in managed behavioral healthcare and community mental health organizations. Mr. Judd oversees all fiscal and operational functions of the organization. His areas of expertise include financial administration, human resources, information systems, and facilities management.
 

 

Ron-Su Ho, M.A.
Vice President and CIO
As the Vice President and Chief Information Officer, Mr. Ho directs the activities of the Information Technology Department. With over fifteen years of experience in Information Technology, Mr. Ho has worked at ABH® since 1998. He has created behavioral health professional software and customized, state-of-the-art information systems to meet customer needs, including utilization management, claims payment, intensive care management, and data warehousing.
 

 

Deborah O'Coin, R.N.
Vice President of General Assistance
Deborah O’Coin, Vice President of General Assistance Programs, manages a statewide utilization management and Intensive Case Management program for the State of Connecticut Department of Mental Health and Addiction Services (DMHAS) General Assistance Behavioral Health Program. Ms. O’Coin has over twenty years of experience in managed care environments and has worked at ABH® since 1997. An R.N. since 1979, Ms. O’Coin has clinical experience in behavioral health nursing in state and private hospital settings as well as experience in project management and systems development.
 

 

Angie Harmon, MSW
Vice President, Programs
As the Vice President of Programs, Ms. Harmon is a senior management professional with over twenty-five years of clinical, operations and information services experience in the health/managed care industries. Ms. Harmon’s areas of expertise include account management for commercial and public sector contracts, organizational development, system and program management, strategic planning, staff development and training, and provider education and recruitment.
 

 

Marlene Kurban, MS, MBA
Vice President of Business Development
Marlene Kurban, Vice President of Business Development, has over twenty years of leadership experience in the non-profit sector, including management and development of employee assistance programs and geriatric care management services. Her areas of expertise include marketing, strategic planning, grant-writing, program development, account management, and other business development activities.
 

 

Pamela Sloane
Human Resources Director
Pamela Sloane has worked at ABH® since 2001 as the Human Resources Director. Ms. Sloane has over fifteen years of human resources management and serves as a member of the executive leadership team. Ms. Sloane provides direction from an HR perspective when addressing both strategic and tactical decisions for the company, and ensures compliance with state and federal employment regulations. She played an instrumental role in ABH®’s designation by the Hartford Business Journal in 2007 as “Best Place to Work in Connecticut.”
