Vice President of Programs

POSITION SUMMARY:

The Vice President of Programs is responsible for ensuring that services are delivered in a timely manner and desired outcomes are met in accordance with individual contract requirements.  This includes responsibility for developing successful collaborative relationships with relevant stakeholders, insuring the highest quality of care and service, data driven outcomes and quality improvement, along with building and developing inter-agency relationships.  Program Operations are executed through contractual relationships; therefore, the incumbent must exhibit excellence in contract management and interacting with Connecticut State Agencies. As a senior leader at ABH®, participate in senior management and promote ABH® as the premier behavioral health administrative service organization in Connecticut. This position will represent ABH® and its services in a positive and professional manner and adhere to ABH®’s best practices, guidelines, policies and procedures as established, promoting ABH® as a leader in behavioral healthcare in all interactions and work.

DUTIES AND RESPONSIBILITIES:

  • Program design, implementation and on-going management;
  • Responsible for overseeing the effective and timely delivery of program services through effective staff management and development, program management, and customer service;
  • Insures program performance and outcomes against contract requirements and standards;
  • Operate all programs within budget and achieve financial targets;
  • Serve in leadership capacity in responding to new business opportunities (RFP’s);
  • Presents monthly reports on program performance to the President/CEO;
  • Consults with all key management responsible for policy or action and ensures compliance within area of responsibility;
  • Makes recommendations for improving effectiveness of policies and procedures;
  • Presents complex matters requiring a decision to the President/CEO;
  • Defines and recommends specific short-term and long-term program objectives and operational policies.  Coordinates and collaborates with each program manager in establishing and carrying out responsibilities;
  • Reviews, revises and approves budget proposals received from Program Managers, submits budgets to Senior Vice President of Finance.  Approves budget expenses up to authorized dollar amounts and monitors expenses on an ongoing basis and in collaboration with Program Managers;
  • Provides orientation and on-the-job training for subordinates and ensures that duties, responsibilities, and authority and accountability of all direct subordinates are defined and understood;
  • Direct, evaluate and monitor the work of staff; provide leadership, counsel, motivation and constructive performance reviews to staff, adhering to ABH® policies; outlining their respective commitments to the programs goals;
  • Identifies training needs, initiates development of subordinates, recommends effective personnel action;
  • Promote the provision of excellent customer service to internal and external stakeholders;
  • Represent the company at various community activities.  Meet and network regularly with behavioral health and business leaders in the community;
  • Maintains confidentiality of all client protected health information and adheres to all HIPPA related to policies and procedures;
  • Demonstrates ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds;
  • Performs other tasks/responsibilities as required to support the business operations.

SUPERVISORY DUTIES AND RESPONSIBLITIES:

Responsible for the supervision/management of staff assigned.  This includes; but is not limited to establishing and maintaining a working environment conducive to positive morale and teamwork; recruit and hire qualified employees; provide orientation and on-the-job training for staff.  Establish short and long term goals that are both measurable and obtainable to meet contract requirements and ensure that these expectations are clearly communicated and understood by all direct and indirect reports.  Review and approve all applicable timesheets.  Oversee the daily responsibilities of direct reports to ensure that ABH® policies and procedures are being followed and the program/department goals are being met.  Provide year-round feedback to employees, counseling, coaching, and training resources and support as necessary.  Refer performance concerns/issues to next level Manager & Human Resources Department for advice, next steps and appropriate action. Complete timely staff performance evaluations outlining clearly defining goals/expectations, secure applicable signatures/approvals and process paperwork.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Master’s or Ph.D. Degree in behavioral health field, business, public administration or any equivalent;
  • Combination of education, experience, and training that provides the required knowledge, skills and abilities;
  • Clinical license preferred;
  • Ten or more years of progressively responsible related experience in program management, preferably in human services or managed care behavioral health setting;
  • Demonstrated 5+ years of supervisory experience;
  • Attends annual Conflict of Interest Training.

KNOWLEDGE/SKILLS/ABILITIES:

  • Extensive knowledge and demonstrated level of expertise in program development, operations and implementation skills;
  • Demonstrated knowledge of project management including planning, scheduling monitoring, problem solving, budget development and control;
  • Proven ability to recruit, train, and motivate personnel in order to balance staffing strength with profitability and growth;
  • Demonstrated experience in strategic leadership and operational management at a senior level in a behavioral health environment;
  • Participative management type; advocates team concept;
  • Demonstrated well-developed interpersonal skills, the ability to relate to individuals at all levels with diverse personalities in a diplomatic and professional manner;
  • Ability to establish credibility and be decisive recognizing and supporting the organization's preferences and priorities;
  • Results oriented with the ability to balance other business considerations;
  • Demonstrated facilitation, excellent verbal & written communication skills and presentation skills, including public speaking skills;
  • Strategic, forward-thinking visionary with sound analytical ability, good judgment, strong operational focus and high ethical standards;
  • Decisive senior manager who possesses a “big picture” perspective and is well versed in systems;
  • Flexible in order to respond quickly and positively to shifting demands and change management opportunities;
  • Strong attention to detail; ability to work on multiple tasks and competing priorities and meet deadlines;
  • Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, Power Point, Access, Outlook) and internet;
  • Strong written and verbal communication skills required.
