Program Manager



 The Behavioral Health Home (BHH) Program Manager will be responsible for managing the day-to-day functions of the Administrative Service Organization as necessary to accomplish the goals of the CT BHH Program.  This position will function as the primary contact to the Department of Mental Health and Addiction Services (DMHAS) Behavioral Health Home Program and Beacon Health Options and will be responsible for ensuring that applicable contract performance goals are met.  This position will represent ABH® and its services in a positive and professional manner and adhere to ABH®’s best practices, guidelines, policies and procedures as established, promoting ABH® as a leader in behavioral healthcare in all interactions and work.


  • Responsible for program design, and on-going management of administrative and direct service operations;
  • Monitor and ensure that the program performance and outcomes meet contract requirements and standards;
  • Operate program within budget and achieve financial targets;
  • Development and documentation of internal policies and procedures associated with the program;
  • Identification of data and reporting structures, in collaboration with the ABH® Information Systems Department and other applicable partners;
  • Appropriately vet ideas, communications and decisions internally before communicating with external stakeholders;
  • Coordinate and facilitate meetings and prepare and provide training related to the project;
  • Participate in monthly phone check ins with providers;
  • Meet regularly with providers to aid in consensus building as it relates to program design;
  • Coordinate the scheduling and execution of site visit chart audits, and complete interviews related to program and quality management;
  • Oversee client eligibility checks and track outcomes;
  • Coordinate the credentialing and re-credentialing of BHH providers, communicating with key stakeholders regarding potential issues;
  • Responsible for data analysis of numerous reports related to coordination of services, client tracking, provider report cards, and outcome measures;
  • Manage process for the collection of provider satisfaction surveys and needs assessment, including compiling reports of survey results, analyzing results, and suggesting program improvements based on data; 
  • Participation in ongoing project meetings with designated key stakeholders;
  • Collaborate with community agencies and multiple state agencies at the state and local level;
  • Work closely with other ABH® Departments, including the Customer Service Center, the finance and credentialing departments, and programs serving BHH program participants, to ensure efficient and effective program operations;
  • Maintain individual records of job performance for staff, including all areas related to contract performance standards and other contract requirements;
  • Act as liaison between BHH Program staff and ABH® management team;
  • Maintain appropriate documentation/clarity of program requirements;
  • Maintains confidentiality of all client protected health information and adheres to all HIPAA related policies and procedures;
  • Report HIPAA violations to appropriate officer at ABH®;
  • Perform or supervise the investigations and results of complaints or issues related to fraud, waste and abuse;
  • Responsible for the development and execution of the external care management program, including  its results based reporting;
  • Create and update program documents and marketing materials, including maintaining program website page, as needed; 
  • Perform or supervise the annual provider credentialing process;
  • Support appropriate mechanism for stakeholder feedback and input into program design;
  • Travel within the state and region to meet the requirement of the program;
  • Attends annual Conflict of Interest training, HIPAA training and all training required by V.P. of Programs and/or DMHAS;
  • Demonstrates ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds;
  • Performs other tasks/responsibilities as required to support the business operations.


 Responsible for the supervision/management of staff assigned.  This includes; but is not limited to establishing and maintaining a working environment conducive to positive morale and teamwork; recruit and hire qualified employees; provide orientation and on-the-job training for staff.  Establish short and long term goals that are both measurable and obtainable to meet contract requirements and ensure that these expectations are clearly communicated and understood by all direct and indirect reports.  Review and approve all applicable timesheets.  Oversee the daily responsibilities of direct reports to ensure that ABH® policies and procedures are being followed and the program/department goals are being met.  Provide year-round feedback to employees, counseling, coaching, and training resources and support as necessary.  Refer performance concerns/issues to next level Manager & Human Resources Department for advice, next steps and appropriate action. Complete timely staff performance evaluations outlining clearly defining goals/expectations, secure applicable signatures/approvals and process paperwork.


  • Bachelor’s Degree required, Master’s Degree preferred in business, behavioral health field, public administration, or any equivalent combination of education, experience, and training that provides the required knowledge skills and abilities;
  • Five or more years of progressively responsible related experience in program management, preferably in a human services or managed care behavioral health setting with experience in interacting with community organization and engagement of leaders and individuals in recovery preferred;
  • Experience in data analysis required;
  • Three or more years of provider relations, case management or care management experience, preferred;
  • Supervisory experience preferred.


  • Demonstrated excellent verbal, written and presentation skills, including public speaking skills;
  • Demonstrated ability in public speaking including the preparation, delivery and measurement of the participants understanding and perceived effectiveness of the presentation;
  • Demonstrated ability to write accurate, easily understood, and analytic instruction, documents and solutions;
  • Demonstrated ability to work successfully and effectively in collaboration with internal and external customers such as a network of community-based service providers;
  • Proven ability to recruit, train, and motivate personnel in order to balance staffing strength with profitability and growth;
  • Demonstrated experience or ability to supervise employees for effective and efficient service delivery, particularly in the delivery of behavioral health services;
  • Demonstrated experience in project implementation and a knowledge of projects management; including planning, scheduling monitoring, and problem solving, budget development and control;
  • Demonstrated ability to articulate goals, problem identification, assess implications, anticipates consequences, provide resolution and meet deadlines;
  • Demonstrated analytic problem solving skills;
  • Must be flexible in order to respond quickly and positively to shifting demands and change management opportunities;
  • Forward thinking creative individual with high ethical standards;
  • Strong leadership qualities, expertise and organizational skills;
  • Strong attention to detail; ability to work on multiple tasks and meet deadlines;
  • Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, Power Point, Access, Outlook); internet.
