Human Resource/Payroll Assistant

POSITION SUMMARY:

The Human Resources/Payroll Assistant is responsible for the administration of various employee health and welfare benefits programs, payroll processing, safety program and administrative support of day-to day Human Resources functions. This position will represent ABH® and its services in a positive and professional manner and adhere to ABH®’s best practices, guidelines, policies and procedures as established, promoting ABH® as a leader in behavioral healthcare in all interactions and work.

DUTIES AND RESPONSIBILITIES:

  • Benefits Administration:
    • Full working knowledge of Medical & dental insurance; basic & voluntary life insurance; short and long term disability, workers' compensation, leave of absence, Flexible Spending (Section 125), and 401K-retirement plan;
    • Process Adds/Deletes/Changes for employees benefits;
    • Run monthly invoices in ADP for all Insurance carriers and process payment;
    • Coordinate benefit orientation and enrollments with Broker;
    • Acts as liaison between employees and insurance providers to resolve benefit-related inquiries and problems and ensure timely & courteous resolution;
    • Maintain spreadsheet of Health Spending Account Reimbursements;
    • Monitor Flexible Spending Account and assist employees with claim processing;
    • Report employee terminations on timely basis to insurance broker for COBRA processing;
    • TPA for 401k processing and ABH IS department to ensure that computer accounts are terminated;
    • Assist with annual open enrollment period each year. Ensure that all open enrollment changes are made in the ADP Portal and reported accordingly to the carriers;
  • Payroll - ADP Portal
    • Processes bi-weekly payroll which includes;
      • Processing manual checks and third party sick payments;
      • Monitoring exceptions; pending time card approvals (employee and supervisor); verify time off accruals; total hours, mileage, etc.;
      • Process changes; rates, department changes, transfers, reduced hours;
      • Execute and administer wage garnishments and child support orders;
  • Human Resource Functions  - ADP Portal

    • Maintain employee Human Resources Information System (HRIS) database;
    • Maintain Resources Page (Forms/Policies);
    • Monitors ADP recruiting module;Creates Reports in HRIS database; EEO1, 401k, new hire, terms, etc.
      • Posting job requisitions;
      • Release Applicants Resumes to Hiring Manager;
      • Hire Applicant through recruitment portal;
  • Human Resource Functions:

    • Create Offer, transfer, promotion and hour change letters;
    • Report, maintain and monitor all Worker’s Compensation Case files; follow-up on open cases;
    • Assist with OSHA compliance reporting;
    • Maintain new hire requisitions;
    • Post open positions on external websites; career builder, college sites, CTJOBS, etc.;
    • Monitors performance evaluation program to ensure all evaluations are completed;Serve as a member of the Safety Committee;
      • 90 day and annual reviews;
    • Administer, report, maintain and monitor STD, LTD and FMLA tracking;
    • Maintains company organizational charts;
    • Conducts new hire on-boarding for employees;
    • Maintains and coordinates employee recognition and service award program;
    • Assist employees with interpretation of Human Resources policies and procedures;
    • Promote Solutions Employee/Family Assistance Program;
    • Distribute and track exit interview paperwork;
    • Assist in coordinating employee events; health fair and holiday party;
    • Maintain up-to-date job descriptions, ensure that each employee receives a copy/signs their job description;
    • Assist V.P. of H.R. with various Human Resources projects; prepare reports and documents as needed;
    • Keeps V.P. of H.R. abreast of day-to-day employee issues and refers difficult/complex issues/complaints;     
    • Maintain employee personnel and medical files – maintain confidentiality;Process annual driver history verification;
      • new hire offer letters, transfers, promotions, degree & licensure verifications, criminal background, reference and driving history checks, I-9 status and state regulations;
    • Prepares and processes ABH employee identification badges and MiddleOak parking passes;
    • Maintains confidentiality of all client protected health information and adheres to all HIPAA related policies and  procedures;
    • Demonstrated ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds;
    • Performs other tasks/responsibilities as required to support the business operations.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • An Associates degree and 2+ years payroll (ADP Workforcenow) processing, 2 + benefits administration/Human Resources experience or equivalent combination of education and experience;
  • Demonstrated experience ADP Workforcenow Payroll Portal and HRIS solution; including recruiting module;
  • Familiarity with COBRA, FMLA, ADA and other state and federal regulation;
  • Attends annual Conflict of Interest training.

KNOWLEDGE/SKILLS/ABILITIES:

  • Demonstrated knowledge and understanding of insurance regulations, plan designs and third party record keeping/administration required;
  • Demonstrated ability to type a minimum of 40 w.p.m.;
  • Strong organizational skills;
  • Demonstrated problem solving and resolution skills;
  • Self starter;
  • Strong skills using and understanding the flow of transactions in an automated payroll accounting system;
  • Strong interpersonal skills essential to effectively communicate with employees especially in potentially stressful situations;
  • Takes pride in producing excellent, error free work; strong attention to detail;
  • Demonstrated ability to work on multiple tasks and meet deadlines;
  • Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, some Power Point, Outlook); internet;
  • Strong written and verbal communication skills required.
